Who's Responsible for Meeting the Cyber Threat?

Recently an old colleague, Dr Andrew Rogoyski, came to lecture to our MSc students on how government deals with cyber security. Dr Rogoyski has studied the interactions between government and industry and his talk led to a key question for which there was a surprising range of views. The question? When and how should government get involved in cyber security?

The UK has the most Internet-centric economy in the G20 group of industrialised nations according to research by the Boston Consulting Group released in March 2012. It estimates that the UK’s internet economy was worth 121bn in 2010, more than 2,000 per person. Couple this with the knowledge that approximately 20 threats per second are discovered on the Internet, and it s not surprising that UK government lists cyber security as a Tier 1 Threat , alongside terrorism. However, recognising the threat is slightly different from actually doing something about it.

Little Brand Loyalty Among Home Improvement Shoppers | Seattle ...

Nearly seven out of 10 home improvement shoppers say they are not brand loyal when it comes to buying big-ticket items, according to The Complex Shopper, a study conducted by The Integer Group and Decision Analyst. The research also found that about 70 percent of window/door shoppers did not have any prior experience with the brand or company they ultimately picked when buying.

?Considering it may be three, five, even 10 years between purchases of home improvement items?ranging from flooring and gutters to kitchen cabinets and faucets?it?s not so surprising that shoppers turn to new brands when it?s time to replace or upgrade,? says Frank Maher, Integer COO and president of its Midwest office. ?However, home improvement brands can turn shoppers into loyal brand advocates by understanding their shopping behaviors and committing to long-term communication in between those purchases.?

In a report entitled ?Revealing the Motivations that Drive Home Improvement Shoppers,? Integer shares insights around home improvement categories in general, and in-depth findings in three categories: flooring, windows/doors and major appliances. Big air: 'Sand Flea' robot jumps 30 feet high

A four-wheeled robot that looks like a kid's geeky remote controlled car is making some impressive leaps that should make the military's top brass giddy with childlike joy. It can leap some 30 feet in the air, high enough to jump onto roofs and over walls.

The idea behind the Sand Flea, from the robotics company Boston Dynamics, is to use it as a tool to send behind enemy lines (or over walls) and capture video with an on-board camera that can be streamed back to soldiers in real time. When it's all done, it simply leaps back to safety.

The Sand Flea rolls around on four wheels until it comes time to make a leap. Then, it rears back on a CO2 powered piston to make the jump. An onboard stabilization system keeps it oriented during flight for a better view and controlled landings. The robot can make 25 leaps before it needs a recharge.?

The company is developing it in partnership with the U.S. Army's Rapid Equipping Force. The Sand Flea is slated for deployment in Afghanistan once it passes safety evaluations.

US cancer death rates continue to decline

ScienceDaily (Mar. 28, 2012) ? A report from the nation's leading cancer organizations shows rates of death in the United States from all cancers for men and women continued to decline between 2004 and 2008. The findings come from the latest Annual Report to the Nation on the Status of Cancer.

The report also finds that the overall rate of new cancer diagnoses for men and women combined decreased an average of less than one percent per year from 1998 through 2006, with rates leveling off from 2006 through 2008. Edward J. Benz, Jr., MD, president of Dana-Farber Cancer Institute in Boston, called the news encouraging, but is disappointed that the overall rate of cancer deaths is not falling nearly enough.

"The rate of cancer diagnoses and deaths across all racial and minority groups are slowly decreasing," said Benz. "But there are still gaps that must be addressed."

The report is co-authored by researchers from the Centers for Disease Control and Prevention, the North American Association of Central Cancer Registries, the National Cancer Institute, and the American Cancer Society. It will be posted on the web site of the journal CANCER on March 28, 2012.

Among children ages 19 years or younger, the report shows cancer incidence rates increased 0.6 percent per year from 2004 through 2008, while death rates decreased 1.3 percent per year during the same period.

The authors also highlighted cancers associated with excess weight and lack of sufficient physical activity.

"This report emphasizes that the growing obesity problem and decreased overall physical activity in our society compared to decades ago have a real impact on multiple diseases, including cancer," said Jeffrey A. Meyerhardt, MD, MPH, a colorectal cancer expert at Dana-Farber and author of several studies investigating the impact of exercise on survival rates for colorectal cancer patients. "While we currently see declines in incidence of many cancers, if obesity continues at the current rates, I believe these improvements in incidence will reverse and increase over time."

Benz added that the good news is that some of the cancer risks the report highlighted can be reduced by changes in lifestyle.

"Many of the things that are still a problem in these statistics are modifiable," said Benz. "If you watch your diet, exercise, and manage your weight, you can not only prevent your risk of getting many lethal forms of cancer, you will also increase your chances of doing well, if you should get almost any form of cancer."

Mobile development has come a long way in the past few years. But as technology continues to introduce new and more innovating products at a rapid pace, there's room for many developers to make huge mistakes along the way -- ones that could jeopardize their product or even their entire business.

"I think that you can screw up five times before you get up in the morning, in ways that you never even thought of," says Josh Koppel, CCO and co-founder of ScrollMotion. "It's a dicey business sometimes to try something new, but the truth is, it's the mistakes that help you actually learn stuff. "

We spoke with four leaders in mobile app development about the common issues developers often face when create a new product. Here are some things to keep in mind.

Android or iOS?


A common issue developers run into is deciding which operating system to run first: Android or iOS. Developers should think about the audience the app is meant for when making a decision.

"I would never say you have to launch on iOS, but you need to think about what the app needs to do and which platform is going to help you deliver on the value prop that you want to give consumers," says Kevin Nakao, president and COO at White Pages, Inc.

According to Nakao, the advantage to Android is its openness.

"We launched our Caller ID app on Android first because it provided access to the APIs needed to provide this feature, compared to iOS, which doesn?t provide this developer access," says Nakao.

On the other hand, many developers feel that Android has so many different versions of its operating system that deciding which version to build for can be complicated.

"The Android Market is fragmented, and when we're developing that becomes an issue. No two devices on the Android are necessarily the same, so you have to start thinking from a design and front-end angle, 'Well okay, this one has a different screen ratio and which ones are we going to release on?' Whereas with iOS, you can just release on one," says Ronaldo Garcia, head of technical production for ScrollMotion.


Testing the Waters With Your App


According to Nakao, one of the best things developers can do before starting with an app is to not build one -- rather, instead start out with a mobile website.

"You can still do a mobile application. Just start with a mobile website first so you can learn about the design, functionality and user experience needed before building an app. The downside of an app is that the consumer has to upgrade to get new versions, while a mobile website can simply be updated," says Nakao.

If you do decide to go through with an app, Koppel says there is no such thing as testing your product too much.

"Test your app outside of your office. If your app has anything to do with receiving information remotely, test it in different places around the city: in subways, in a lot of different conditions. Just make sure your developers get outside of their offices," says Koppel.

Once your product has been tested, another important thing that developers need to do is stay focused.

"Make sure that your client or you haven't changed any pieces before the thing goes live," says Garcia. "Make sure that the developer and environment that you're pulling your stuff in both front-end and back-end is not experiencing any kind of changes. Lock everything down when you go into Quality Assurance (QA). And then once it gets approved by QA, you stay on that lockdown. That's really, really important and we try to stress that to our clients."


Discovery of Your App


Before your app has launched, two important things to think about are marketing and consumer discovery -- how users will find your app.

"It is very important to determine what category you want to place your app in as well as the keywords you use to describe your app. There is a great service called mobiledevvhq.com, which provides tools for "App Store Optimization," and a lot of intelligence and data-driven analysis to help you determine the keywords for the category and apps will compete against," says Nakao.

Koppel stresses the importance of never jumping the gun on marketing for your app.

"Never send out a press release until the app is in the store and tested," says Koppel. "I can't tell you how many times I've seen press release go out before an app is even approved, and that makes it disappointing for everybody. "


Pleasing the Customers


"When you are subsisting off of a trickle of customers, their support emails and feature requests are difficult to ignore, so you start thinking about features to add in the next update," says Phill Ryu, CEO and co-founder of Impending, and co-creator of Clear for iPhone.

Ryu says this plan of action is usually a bad idea, because adding an extra feature that might add value for 30% of your users is going to, in turn, take away value for the 70%.

"Your user has no idea what they're supposed to do when they open your app, because your app has become a laundry list of things they don't really need to do," says Ryu

At the same time, Koppel says it's important to understand that anyone can write a review, but that you need to listen closely to what your customers are saying.

"I believe that you're going to hear more about what's wrong with your app from a customer review than you are from your QA group, because they're actually using the thing," says Koppel. "If you're hearing the same thing over and over in reviews, you have to listen and you have to adjust if you want to have customers."


Development and Design


We asked these leaders in app development their thoughts on collaboration between designers and developers. It was a topic all felt strongly about. Here are a few things they advise you to consider:

"Getting the user-flows and interactions designed before you get busy with the actual development sounds obvious, but the decisions made at the design stage can ultimately determine your app's success or failure. That's not to say that crashes can be excused, but to dive in before you've refined (or finished) the app's design would be reckless."

- Nik Fletcher, product manager at Realmac Software

"We are very adamant that every project needs one person from each team, from the very beginning to the very end. We've even physically moved them in the office so that they can just roll over to the other person's desk. The quality of apps improves by hoards of magnitude when you have them solving the problem together, not separately. It's something that has to happen, and if it doesn't happen that way, you're doing something wrong."

"I personally like to start with the design first. In the very beginning of iPhone [app] development, I met with their head of developer relations who emphasized the importance of design in their own product development. Apple was not the first company to provide a mobile OS, apps, or a browsing experience -- but it established an inflection point with the improvement in the design and user experience, making mobile an easy and fun experience."

New iPad Runs 4G? Not In Australia, Says Consumer Watchdog

In what might be a case of a storm in a teapot, the Competition and Consumer Commission in Australia has said that Apple cannot advertise its newest tablet as 4G-capable because it doesn't actually work on the 4G network that exists in the country. The regulator plans to take its argument to federal court this Wednesday, where it will try to order Apple to change its marketing of the product. It also wants Apple to offer refunds to any buyers that feel they have been mislead by the advertising.

The following letter was sent to the U.S. House of Representatives. The House is scheduled to vote on H.R. 3309 on March 27.

Dear Representative:
The Small Business & Entrepreneurship Council (SBE Council) urges your support for the Federal Communications Commission Process Reform Act (H.R. 3309). From net neutrality regulations to its activity that derailed the AT&T/T-Mobile merger, the FCC has become far too intrusive and ideological ? costing the economy jobs, investment and innovations. Tightening up boundaries with regard to FCC authority, and making it a more transparent and accountable entity is not only desirable, but timely.


SBE Council fully agrees with comments made by U.S. Rep. Greg Walden (R-OR), Chairman of the Energy and Commerce Subcommittee on Communications and Technology and sponsor of H.R. 3309, this past November when he observed: ?At a time when job creators are crippled with regulatory uncertainty, Congress has the obligation to ensure that federal agencies carry out the public's business transparently. The technology and communications sector is the most innovative in our country - it deserves the most innovative and open government agency.?


H.R. 3309 would bring greater transparency, consistency and effectiveness to the FCC?s regulatory process. For example, it would establish and clarify procedures for when the FCC issues rulemaking notices, including citing the FCC?s authority for adopting and amending a rule. Also, the economic impact of a rulemaking would need to be considered, with the FCC required to assess the presumed market failure and consumer harm, the governmental failures warranting FCC action, as well as the burden of existing regulation. For good measure, it would have to be determined that the benefits justify the costs of new regulatory action. In addition, H.R. 3309 would establish greater openness when it comes to the Commission?s deliberations, agenda, meetings, and dissemination of information.


H.R. 3309 would open up, provide checks and balances for, enhance certainty, and rationalize the FCC?s rulemaking process. That would be positive for reining in unwarranted costs on innovation and investment, and a huge plus for the entrepreneurs that both supply and consume telecommunications services. This legislation warrants bipartisan support.

Stoudemire out indefinitely with back injury

(AP) ? Amare Stoudemire has a bulging disk in his back and is out indefinitely, a damaging blow to the New York Knicks with a month left in the regular season.

The Knicks weren't competitive in the playoffs last year when Stoudemire developed a back problem, and any hopes of even qualifying for the postseason are in jeopardy now that he has another one.

"You don't wish it on any player, especially Amare, who's a big part of what we do," Knicks interim coach Mike Woodson said Monday before the Knicks played the Milwaukee Bucks. "All we can is just hope that it's not as serious as it may be and that he has a speedy recovery."

Stoudemire sat out the fourth quarter of the Knicks' victory over Detroit on Saturday after he said his back tightened up. He said after the game he wasn't concerned and believed he would play Monday.

However, he didn't attend the Knicks' morning shootaround and had an MRI in the afternoon that revealed the injury. The Knicks said he doesn't need surgery and the injury will be treated with rehabilitation.

Point guard Jeremy Lin is also out because of a sore right knee, but Stoudemire's injury is the greater concern.

"He's a big piece of our puzzle," Woodson said. "I mean, we rely on Amare to do a lot of things, scoring and rebounding and playing defense for us."

Stoudemire was finally playing well recently. He struggled for the first half of this season, having not been able to play much during the offseason after injuring his back warming up for Game 2 of what became a first-round sweep against the Boston Celtics.

He seemed back on track since Woodson replaced Mike D'Antoni. Stoudemire has led the Knicks in scoring four straight games and had 17 points in 7-of-10 shooting in 26 minutes against the Pistons.

Stoudemire was not at the arena, instead traveling to Miami for a second opinion.

"If he has to have surgery, he's got to rehab and come back," Woodson said. "He's still a young player, he's got a lot of game still left in him, so we can just wish him nothing but the best."

The Knicks knew that giving Stoudemire a five-year contract worth nearly $100 million in 2010 was a risk because of his history of knee injuries. But the back has emerged as the greater problem in New York. Though teammates were just hearing the news and didn't want to rule him out for too long, Baron Davis had a similar injury in the offseason and couldn't get on the court until late last month.

Stoudemire put on too much muscle working out while not being able to play in the summer and lacked his usual explosiveness most of the season. But he seemed close to top form lately after losing some weight, averaging 19.3 points over the past four games.

"He's been on a tear as of late," guard Mike Bibby said. "Somebody's got to step up. We can't bring him back."

The Knicks hold the eighth and final playoff spot in the Eastern Conference but may have trouble holding on with so many injuries. Already they have lost backup forward Jared Jeffries for perhaps two weeks with a sore right knee and went with a small lineup Monday of Davis, Iman Shumpert, Landry Fields, Carmelo Anthony and Tyson Chandler.

"I've got to step it up a notch," Anthony said.

Lin also sat out the fourth quarter Saturday, but it was thought he could have gone back in had the game been close. He took part in the morning shootaround and Woodson was surprised when he learned the point guard wouldn't be able to go.

"I went through it and I wasn't sure because in the morning everything was a little more sore," Lin said. "We came to the decision afterwards and figured it would be smart just to rest."

Lin is considered day to day. The Knicks play again Wednesday against Orlando.
