Union Bank of India cuts rate by 10 basis points

While the Reserve Bank of India (RBI) is still brooding over plans to cut key rates, Union Bank of India on Thursday astonished the market by announcing a cut of 10 basis points in its lending rate.

State-owned Union Bank of India's lending rate now stands at 10.65 per cent.

Union Bank of India chairman MV Nair said that the cut in lending rate would boost loan demand and provide the bank with an edge over peers.

The lender's prime-lending rate is at 15.50 per cent.

Making the announcement, the Mumbai-headquartered bank said, "Our asset liability committee, in its quarterly review of interest rates, has decided to bring down the base rate by 10 basis points from 10.75% to 10.65% with immediate effect."

Since March last year, the RBI has raised the repo rate, the rate at which lenders borrow from the central bank, as many as 13 times in order to tame inflation. It is now expected to begin slashing key rates, but it has signaled that it wouldn't slash rates unless inflation falls to his comfort level of 7 per cent. The RBI's repo rate currently stands at 8.5 per cent.

Analysts believe the central bank to begin slashing key rates by March-April 2012. Economist Indranil Sen Gupta, from Bank of America Merill Lynch, expects lending rates to come down by 100-150 basis points in the April-September slack season.

Viewers Respond On Facebook To Geisinger's No-Tobacco Policy

Geisinger Health System, one of our area's largest employers, says starting February 1st, it will no longer hire people who use tobacco products, including cigarettes, cigars and chewing or smokeless tobacco.

Within moments of the announcement being posted on WNEP's Facebook page,the online social site exploded with responses, topping over 700 comments.

Some supported the decision with Dave writing "I agree with this move and they are only copying what the Cleveland Clinic has done for years".

Sarah wrote "I wouldn't hire smokers either and that's my right as a business owner".

Some were outraged; Katie posted "What a great way in keeping that nine percent unemployment rate rolling hooah!".

Christine wrote "I hope none of you smoker haters don't need a doctor or nurse who smokes to save your life".

Stephanie wrote "What right does anyone have to tell me where I can smoke once I'm off the clock?".

Many called this flat out discrimination, however Geisinger says this policy is legal in 20 states, including Pennsylvania and is not discriminatory.

Attorney Mark Powell, who deals in labor and employment law, says it's all about what's protected by law.

"There's no federal protection for smokers," said Powell. "We have federal employee rights against discrimination but smoking is not a protected class."

Geisinger's current policy bans smoking on its properties and says this further step is to promote a healthier lifestyle.

Applicants to Geisinger will be tested for nicotine, however those who fail are welcome to re-apply in six months as long as they are nicotine free.

Joel Stephenson works for Community Medical Center in Scranton, which is under going a merger with Geisinger.

He's a smoker but understands what Geisinger is doing.

"Since we're trying to take care of all the patients, then the doctors should be able to take care of themselves, even the nurses and everything," said Stephenson.

Gingrich campaign raises about $9 million (AP)

LE MARS, Iowa ? Newt Gingrich has raked in roughly $9 million for the last three months of the year, far more than the former House speaker has been able to collect in any previous quarter, his presidential campaign said Wednesday.

Gingrich has paid off some ? but not all ? of the more than $1 million in debt it had accumulated earlier this year, campaign spokesman R.C. Hammond told reporters.

Gingrich has been sliding in new polls with the leadoff Iowa caucuses just six days away. A new Time-CNN poll had him tumbling 19 percentage points in Iowa from a survey conducted earlier in the month.

The fundraising announcement Wednesday ? weeks before the Jan. 15 deadline to file paperwork with the Federal Election Commission ? seemed designed to counter signs that his campaign is in freefall.

Hammond said the campaign had shelled out about $500,000 for television ads in Iowa running this week. And that was only part of its ad buy, he said.

"Any good campaign would make sure they spend their money before the Iowa caucuses," he said.

Hammond noted that Gingrich's fourth quarter haul was "in the neighborhood" of the amount John McCain raised in the same quarter in 2007. He went on to become the party's nominee and then lost to Democrat Barack Obama.

Gingrich has been outraised by rivals Mitt Romney and Rick Perry.

Earlier Wednesday, Gingrich answered questions about a luxury cruise he took through the Greek Isles last spring that prompted top aides to flee his campaign. He said the vacation, which came just days after he formally announced in May he would seek the presidency, had always been planned to give him time to think and showed he was "a different kind of candidate.".

"I think you need to pace yourself. You need to get a sense of distance," he told reporters following a campaign event in Mason City.

And Gingrich said being in Greece during that country's financial crisis was helpful.

At the time, however, Gingrich's Greek cruise was seen by many political observers as evidence that he wasn't serious about pursuing the White House. Shortly after he returned, the entire top echelon of his fledgling presidential campaign resigned. An aide said at the time there was a question of Gingrich's commitment as well as a path to victory.

Gingrich said Wednesday that from the beginning he wanted to run a different campaign focused on big ideas

"The consultants found this very mystifying, very strange," he said. The trip with his wife, Callista, forced the issue, making clear that he would call the shots, he said.

"Either they wanted to be the advisers to my campaign or they needed to leave because I couldn't be the candidate to their campaign," he said.

The former House speaker distanced himself from a mailer circulating in Iowa and paid for by a political action committee that supports him. The mailer says Romney is the "second most dangerous man in America."

Gingrich had previously pledged to disavow any independent political action committee working on his behalf that went negative.

"I would discourage them from sending out that kind of negative information. I think that's wrong," Gingrich said Wednesday.

He said all of his ads in advance of next week's leadoff Iowa caucuses will be positive.

"You can fight in a positive way. You can be very strong in a positive way," he said.

Avastin May Help Some With Ovarian Cancer: Studies (HealthDay)

WEDNESDAY, Dec. 28 (HealthDay News) -- Two new studies suggest that the drug Avastin may lengthen progression-free survival by about four months for women with ovarian cancer.

What isn't clear yet is whether adding Avastin (bevacizumab) will make a difference in overall survival. One study suggested it would, while the other study didn't find a difference in overall survival between two treatment groups.

"The bottom-line results are a 28 percent reduction in disease progression with patients on continued bevacizumab compared to the standard treatment group. There was a 3.8 month median difference in progression-free survival," said Dr. Robert Burger, author of one of the studies and director of the Women's Cancer Center at Fox Chase Cancer Center in Philadelphia.

"We still have to fine-tune or optimize this sort of new paradigm of treatment. This regimen [chemotherapy plus continued Avastin] could be considered a frontline option for patients with advanced ovarian cancer. However, there are some risks to the treatment, and we haven't shown an impact on overall survival. But, in the European trial, they saw an overall survival benefit," Burger added.

"I think the difficult reality is that these studies are not clear-cut," said Dr. Len Lichtenfeld, deputy chief medical officer for the American Cancer Society. "The improvements in progression are modest and appear to be greater for women who have worse disease. What this ultimately means is that it's absolutely important for doctors treating women with advanced ovarian cancer to read these studies very carefully so they know who may benefit and the risks of treatment, and to counsel their patients very carefully before moving forward with Avastin treatment," Lichtenfeld explained.

"This is not a case where treatment can be initiated in every woman. The benefits for many women are modest at best," he added.

Results of both studies are published in the Dec. 29 issue of the New England Journal of Medicine. The studies were funded by Roche and Genentech (a Roche-owned company). Burger said Genentech played no role in the study design or analysis.

Burger's study included almost 1,900 women with newly diagnosed stage 3 or stage 4 epithelial ovarian cancer. All of the women had undergone surgery to remove as much cancer as possible. They were then randomly assigned to one of three treatment groups: standard treatment including paclitaxel and carboplatin chemotherapy; the Avastin-initiation group that included the standard chemotherapy and Avastin for the second through sixth treatment cycle; and the Avastin maintenance group that included chemotherapy plus Avastin for up to the 22nd treatment cycle.

The average progression-free survival was 10.3 months for the standard group, 11.2 months for the Avastin-initiation group and just over 14 months for the Avastin-maintenance group. There was no difference in overall survival for the three groups.

The European study included more than 1,500 women with varying types of ovarian cancer. Most had epithelial ovarian cancer, but the severity ranged from early-stage disease to stage 4. Seventy percent of the women enrolled in this study had stage 3 or stage 4 cancer.

The women were randomly assigned to receive either standard chemotherapy treatment or chemotherapy plus Avastin for up to 12 cycles of chemotherapy. The dose of Avastin used in this trial was half of what was used in Burger's trial.

Progression-free survival was 20.3 months for the standard group and 21.8 months for the standard therapy plus Avastin. In women who were considered at high risk for progression, the progression-free survival was 14.5 months on standard therapy and 18.1 months with the addition of Avastin. Overall survival in high-risk women was 28.8 months for women on standard chemotherapy and 36.6 months for standard therapy plus Avastin.

High blood pressure is a common side effect of Avastin, but Burger said that in most cases, it can be controlled with blood pressure medication. Another serious side effect associated with Avastin is bowel perforation, which means a hole opens in the bowel wall. This side effect occurred in fewer than 3 percent of women treated, but occurred twice as much in women taking Avastin.

Published reports peg the cost of the drug at somewhere between $4,000 and $9,000 a month, depending on co-pay assistance that's available from Genentech, Avastin's manufacturer. In a previous study, another research group looked at the cost effectiveness of treatment with Avastin in Burger's trial and found the standard treatment arm of the trial cost $2.5 million. Treating the Avastin-initiation group cost $21.4 million and the Avastin-maintenance group cost $78.3 million, according to the study, which was published in the March 7 issue of the Journal of Clinical Oncology. And, most of those costs came directly from the cost of the medication. Those researchers concluded that Avastin was not a cost-effective medication.

"We don't want cost to be a deciding factor, but for many women with ovarian cancer, cost may be a significant factor, and it needs to be weighed in the equation," Lichtenfeld said.

Avastin isn't approved in the United States for the treatment of ovarian cancer, so some insurance companies may balk at paying for it. Plus, the U.S. Food and Drug Administration pulled Avastin's approval for the treatment of metastatic breast cancer in November because the FDA found the risks of the drug outweighed its modest benefits. Avastin is still approved for the treatment of some types of colon, lung, kidney and brain cancer in the United States.

However, the drug was just approved by the European Union for use in ovarian cancer in combination with chemotherapy.

Shannon Kellogg: The Involved Groom

There is a new breed afoot.

He has opinions, strong opinions, and he is not afraid to voice them. He is adamant about the catering, he knows the ideal ceremony location, and he is certain the two of you can accommodate his growing list of invitees. He is inflexible, he is determined. He is getting married, darn it, and his needs will be heard.

Contrary to the stereotype of the groom schlepping through his assigned wedding tasks (tux, groomsmen, music and honeymoon), this generation of grooms are increasingly involved in their wedding planning. And while brides may love having their eager groom to discuss the floral choices with, more conflict may also arise in this pre-marital flurry of decisions and indecision. A groom's involvement may escalate from having strong opinions to a case of having too many chefs in the kitchen (as if in-laws and friends weren't already contenders).

The involved groom has numerous preferences which may fly contrary to the bride's ideal, and the key is to address these encounters with care. Here's how to negotiate your groom's enthusiastic involvement, while maintaining the sanity that you have worked so hard to maintain.

1. Emphasize your strengths and delegate!
Gone are the days of "his" and "hers" wedding tasks. Is your groom undoubtedly the foodie of the two? Have him head up the search for the caterer and sample the cakes. Is he the creative, artistic type? Let him explore invitation options and table centerpieces. Are you a musician and have strong opinions about what constitutes acceptable tunes? Book the band and set the playlist yourself. By harnessing each of your strengths onto duties where you naturally flourish, the planning process will become more fun and the outcome fantastically unique.

2. When gridlock occurs, ask questions first.
Power struggle. Read these two words and note that they are likely at play when you both have drawn your line firmly in the sand. Couples often get caught up in fighting for their victory, simply because it's habit and it feels better to win than lose. Instead, try to see things from his perspective before defending your own. Ask what led him to feel so strongly about this? What outcomes does he hope to accomplish? How would it feel if he missed out on this? The answers might surprise you. Shifting the focus from winning to understanding the issues is an effective way to break the standoff. Often a compromise will emerge. And more importantly, the relationship will remain intact.

3. Maintain emotional congruence.
Conflict will arise when one or both of you has a rigid pre-conceived notion of how your nuptials "should" be, and it's often influenced by outside factors. Rather than focusing on the "shoulds" or societal expectations that so often are attached to a wedding, make an effort for both you and your partner to pay attention to your inner voice. It is easy to become swept up in wanting to please relatives, vying for acceptance, or trying to fit the mold of what others may expect from you based on outside factors, like career, income bracket, family, lifestyle, and personality. Head this off by talking with your partner about your idea of what others expect. Are the expectations unrealistic? Are pressures from outside sources real, or are they inflated in your own mind? Discuss together what you think others expect, and what each of you feel are your "shoulds." Next, shift the focus to looking within to find out what matters to you. If there were no consequences, no preconceived notions, what would you envision? Take time to reflect on your own thoughts and listen to your instincts as your guide.

4. Let your partner influence you.
Are you feeling like emotional road-kill after a talk with your bridesmaid? Is your head spinning about the nuances of dinner seating arrangements? Now is the time to cuddle up to your involved, opinionated groom and allow him to help with your concerns. Often, he'll provide you with a perspective you hadn't considered. By talking about your worries, you will get emotional support from your guy, while showing your deep respect for his perspective. And your highly involved groom? He'll be glad that you value his opinion, and in return will be more likely to listen to your advice when he needs guidance.

An involved groom makes for an involved husband, and that is a predictor in marital satisfaction. So while it may have come as a shock to find your groom passionate about the wedding planning process, it's helpful to see it for what it is. He cares about your wedding, he cares about you, and yes, it's his big day, too.

'Anonymous' hackers target US security think tank (AP)

LONDON ? The loose-knit hacking movement "Anonymous" claimed Sunday to have stolen thousands of credit card numbers and other personal information belonging to clients of U.S.-based security think tank Stratfor. One hacker said the goal was to pilfer funds from individuals' accounts to give away as Christmas donations, and some victims confirmed unauthorized transactions linked to their credit cards.

Anonymous boasted of stealing Stratfor's confidential client list, which includes entities ranging from Apple Inc. to the U.S. Air Force to the Miami Police Department, and mining it for more than 4,000 credit card numbers, passwords and home addresses.

Austin, Texas-based Stratfor provides political, economic and military analysis to help clients reduce risk, according to a description on its YouTube page. It charges subscribers for its reports and analysis, delivered through the web, emails and videos. The company's main website was down, with a banner saying the "site is currently undergoing maintenance."

Proprietary information about the companies and government agencies that subscribe to Stratfor's newsletters did not appear to be at any significant risk, however, with the main threat posed to individual employees who had subscribed.

"Not so private and secret anymore?" Anonymous taunted in a message on Twitter, promising that the attack on Stratfor was just the beginning of a Christmas-inspired assault on a long list of targets.

Anonymous said the client list it had already posted was a small slice of the 200 gigabytes worth of plunder it stole from Stratfor and promised more leaks. It said it was able to get the credit card details in part because Stratfor didn't bother encrypting them ? an easy-to-avoid blunder which, if true, would be a major embarrassment for any security-related company.

Fred Burton, Stratfor's vice president of intelligence, said the company had reported the intrusion to law enforcement and was working with them on the investigation.

Stratfor has protections in place meant to prevent such attacks, he said.

"But I think the hackers live in this kind of world where once they fixate on you or try to attack you it's extraordinarily difficult to defend against," Burton said.

Hours after publishing what it claimed was Stratfor's client list, Anonymous tweeted a link to encrypted files online with names, phone numbers, emails, addresses and credit card account details.

"Not as many as you expected? Worry not, fellow pirates and robin hoods. These are just the `A's," read a message posted online that encouraged readers to download a file of the hacked information.

The attack is "just another in a massive string of breaches we've seen this year and in years past," said Josh Shaul, chief technology officer of Application Security Inc., a New York-based provider of database security software.

Still, companies that shared secret information with Stratfor in order to obtain threat assessments might worry that the information is among the 200 gigabytes of data that Anonymous claims to have stolen, he said.

"If an attacker is walking away with that much email, there might be some very juicy bits of information that they have," Shaul said.

Lt. Col. John Dorrian, public affairs officer for the Air Force, said that "for obvious reasons" the Air Force doesn't discuss specific vulnerabilities, threats or responses to them.

"The Air Force will continue to monitor the situation and, as always, take appropriate action as necessary to protect Air Force networks and information," he said in an email.

Miami Police Department spokesman Sgt. Freddie Cruz Jr. said that he could not confirm that the agency was a client of Stratfor, and he said he had not received any information about a security breach involving the police department.

Anonymous also linked to images online that it suggested were receipts for charitable donations made by the group manipulating the credit card data it stole.

"Thank you! Defense Intelligence Agency," read the text above one image that appeared to show a transaction summary indicating that an agency employee's information was used to donate $250 to a non-profit.

One receipt ? to the American Red Cross ? had Allen Barr's name on it.

Barr, of Austin, Texas, recently retired from the Texas Department of Banking and said he discovered last Friday that a total of $700 had been spent from his account. Barr, who has spent more than a decade dealing with cybercrime at banks, said five transactions were made in total.

"It was all charities, the Red Cross, CARE, Save the Children. So when the credit card company called my wife she wasn't sure whether I was just donating," said Barr, who wasn't aware until a reporter with the AP called that his information had been compromised when Stratfor's computers were hacked.

"It made me feel terrible. It made my wife feel terrible. We had to close the account."

Wishing everyone a "Merry LulzXMas" ? a nod to its spinoff hacking group Lulz Security ? Anonymous also posted a link on Twitter to a site containing the email, phone number and credit number of a U.S. Homeland Security employee.

The employee, Cody Sultenfuss, said he had no warning before his details were posted.

"They took money I did not have," he told The Associated Press in a series of emails, which did not specify the amount taken. "I think `Why me?' I am not rich."

But the breach doesn't necessarily pose a risk to owners of the credit cards. A card user who suspects fraudulent activity on his or her card can contact the credit card company to dispute the charge.

Stratfor said in an email to members that it had suspended its servers and email after learning that its website had been hacked.

"We have reason to believe that the names of our corporate subscribers have been posted on other web sites," said the email, signed by Stratfor Chief Executive George Friedman and passed on to AP by subscribers. "We are diligently investigating the extent to which subscriber information may have been obtained."

"Stratfor's relationship with its members and, in particular, the confidentiality of their subscriber information, are very important to Stratfor and me," Friedman wrote.

One member of the hacking group, who uses the handle AnonymousAbu on Twitter, claimed that more than 90,000 credit cards from law enforcement, the intelligence community and journalists ? "corporate/exec accounts of people like Fox" News ? had been hacked and used to "steal a million dollars" and make donations.

It was impossible to verify where credit card details were used. Fox News was not on the excerpted list of Stratfor members posted online, but other media organizations including MSNBC and Al-Jazeera English appeared in the file.

Anonymous warned it has "enough targets lined up to extend the fun fun fun of LulzXmas through the entire next week."

The group has previously claimed responsibility for attacks on credit card companies Visa Inc. and MasterCard Inc., eBay Inc.'s PayPal, as well as other groups in the music industry and the Church of Scientology.

A Nato statement said there were no fatalities among alliance soldiers, adding that it was its policy not to comment on other casualties. An official said several coalition troops were wounded in the shooting. He said the man who opened fire was later killed by the Nato troops.

If the probe confirms the gunman was a soldier, the shooting would be the latest in a series of attacks by Afghans against coalition partners. Those shootings have raised fears of Taliban infiltration as Nato speeds up the training of Afghan security forces.

The expansion of the army and police is a critical element in Nato's exit strategy from Afghanistan.

Coalition troops are to end their combat role in 2014, and the goal is to have 195,000 trained Afghan troops in service by next October. Afghan security forces have already started taking the lead in several regions as part of the process that will put them in charge of security across the nation by the end of 2014.

Commanders of Nato's training mission have said that coalition and Afghan forces keep a sharp eye out for possible Taliban infiltrators at the recruitment, training and deployment stages.

Military officials estimate the number of insurgents at between 20,000 and 25,000 men. Although outnumbered, the Taliban have mounted a series of high-profile attacks that have brought into question Nato's claim that it has the upper hand in the war and that violence is decreasing.

Sony's new handheld gets its ducks in a row ahead of its February debut

While?Nintendo's 3DS will have the 2011 holiday season to itself in the?portable gaming market, many gamers are eagerly anticipating the February 22, 2012 launch of Sony's new PlayStation Vita. We went?hands-on with the Vita during?E3, and were mighty pleased with what we saw. Community Touched By Soldier?s Simple Request For Socks

MINNEAPOLIS (WCCO)? A simple request from a marine in Afghanistan has created an outpouring of support from one community in Woodbury.

Corporal Joshua Hanson?s holiday wish for socks reminded the people at the Pack & Mail in Woodbury that sometimes we take for granted the little things that can make a difference in the lives of our troops.

The Pack & Mail is a busy place this time of year with people sending out gifts and cards to loved ones.

Manager Kathleen Friendt knows every package has a story. One in particular caught her attention.

?It touched our hearts and I said we have to do something here to help out,? she said.

The package went to Hanson, a 21-year-old Marine from Woodbury who is serving in Afghanistan.

?They?re walking through water and sewage and different things all day long. Their feet are wet all of the time and they?re having to throw away their socks every two days because they can?t wear them again,? said Friendt.

Out of one request, Socks for Soldiers was born.

?Just the thought of them being able to put on warm, dry socks, gave us a good feeling,? said Friendt.

The store is collecting sock donations for Hanson and dozens of other troops.

?When we look at our day to day things and how we?re shopping for Christmas and people over there are fighting for our cause and asking for something so small,? said one man who was making a sock donation. ?It really puts life into perspective.?

It was an eye opening moment for some and a morale boost for a hometown Marine, serving a long way from home.

?Sometimes there?s some downtime when you?re deployed and just the little things make the big difference,? said another man making a donation. ?It also shows that there are people back home are supporting you at a different level and that?s pretty awesome.?

Pack & Mail in Woodbury will collect socks until the end of the month. All of the sock donations will be shipped off to soldiers and Marines serving in Afghanistan.

Putin rejects any redo of fraud-tainted vote (AP)

MOSCOW ? Prime Minister Vladimir Putin vehemently rejected opposition calls for a rerun of the parliamentary election, accusing those who organized massive protests against vote fraud of working to weaken Russia at the West's behest.

In blustery remarks likely to further fuel anger against his 12-year rule, Putin insisted Thursday that the Dec. 4 parliamentary election, which drew allegations of fraud and triggered the largest protests in Russia in 20 years, was a genuine reflection of the people's will. He also put a positive spin on the protests that dented his power and threatened his bid to reclaim presidency in the March 4 vote, saying they reflected a rise in public activity that he welcomes.

"The results of this election undoubtedly reflect the real balance of power in the country," Putin said on a marathon TV show that lasted 4 1/2 hours. "It's very good that United Russia has preserved its leading position."

Yet in a characteristic move, he accused protest organizers of working to destabilize the country on orders from the West. "That's a well-organized pattern of destabilizing society," Putin said.

Putin's comments came on the same day that his most notable competitor, New Jersey Nets owner Mikhail Prokhorov, announced that his first move if elected would be to pardon jailed tycoon Mikhail Khodorkovsky. Once Russia's richest man, Khodorkovsky has been in prison since 2003 on tax evasion and fraud charges widely seen as a punishment for defying Putin's power.

Speaking in the Russian capital with supporters, Prokhorov hailed last weekend's massive protest in Moscow against vote fraud.

"I deeply understand the demands and the strivings of the people who took to the streets," Prokhorov told reporters, adding that he may join a follow-up protest later this month.

The 46-year-old Prokhorov, estimated to be worth $18 billion, made his fortune in metals, banking and media. He also owns 80 percent in the New Jersey Nets.

Asked about Prokhorov's presidential bid, Putin said he would welcome a strong competitor. He also added he would consider Khodorkovsky's plea for a pardon if he submits one.

Previous editions of the annual national call-in show have been largely an opportunity for Putin to brag for hours about improvements in the country, but this one was unusually confrontational. Both callers and studio participants repeatedly raised questions about the election, the anti-fraud protests and the repression of opposition groups.

In the election, Putin's United Russia party lost about 20 percent of its seats and no longer has the two-thirds majority that previously allowed it to change constitution at will. It barely retained a majority in the State Duma, and opposition parties and some vote monitors say even that result was inflated by ballot-stuffing and other violations.

The opposition is calling for the parliamentary election to be annulled and rerun. Putin's insistence the election was valid indicates that no solution to Russia's political tensions is immediately in sight.

"Putin still doesn't understand what's going on in the country and who are these people coming out into the streets. He is continuing to use demagoguery and cynically denigrate the citizens, their rights and freedom," Mikhail Kasyanov, his former prime minister who has now become a top opposition figure, was quoted as saying by the news agency Interfax.

In the week after the election, Putin dismissed criticism of the vote by U.S. Secretary of State Hillary Clinton as part of U.S. efforts to weaken Russia.

"They still fear our nuclear potential," he said Thursday. "We also carry an independent foreign policy, and, of course, it's an impediment for some."

The rift over the elections revealed deep cracks in U.S.-Russian relations despite President Barack Obama's efforts to "reset" ties with Russia. Putin said Moscow would like to develop cooperation with Washington but harshly criticized U.S. foreign policy, accusing it of unilateralism.

"America doesn't need allies, it only needs vassals," Putin said.

Putin alleged the organizers of Saturday's demonstration by tens of thousands in Moscow had paid some participants and publicly referred to them as sheep. Unleashing his penchant for dismissive and earthy remarks, Putin derided the white ribbons that have been adopted as a protest symbol, saying he thought demonstrators had "put some condoms" on their sleeves to promote safe sex.

The harsh comments and his insistence that the Dec. 4 election was valid will likely fuel anger and may produce even bigger crowds for upcoming protests. The number of people who signed up on Facebook to go to the Dec. 24 rally increased from 18,000 to 21,500 just in the hours Putin was speaking.

One of Russia's most-read bloggers, Rustem Adagamov, who took part in Saturday's rally, was disappointed with Putin's dismissal of protesters as paid agents of the West.

"Instead of unifying the nation and looking for opportunities to start a discussion, we still see the same Soviet 'witch hunt', which means searching for enemies who go to protests because they've been paid," he wrote in his blog.

Putin said the results of Russia's parliamentary election properly reflected the people's will, adding that the drop in support for his party was a natural result of the global financial crisis of 2008. He brushed off vote fraud claims as part of the opposition's maneuvering ahead of the presidential election, and said any complaints should go to the courts.

"The opposition goal's is to fight for power, and it's looking for every chance to advance," he said.

The opposition has been energized by the huge Moscow protest and simultaneous rallies in some 60 other cities. It also senses a new weakness in United Russia ? blamed for a good amount of the corruption that plagues Russia ? that has dented Putin's power.

Putin sought to counter public discontent by proposing Thursday to place web cameras at each of Russia's more than 90,000 polling stations by the presidential vote.

"Let them be there next to every ballot box to avoid any falsifications," he said.

He said he sees the presidential election as the only real test of his popularity, saying that "it's not determined on web sites or on squares."

"If I see I don't have such support, I will not remain in my chair for a single day," he vowed.

For his part, challenger Prokhorov also vowed to allow free registration of opposition parties and restore popular elections of provincial governors if he wins the March vote.

Putin has marginalized opposition forces, tightened election rules and abolished direct elections of governors. He has defended those moves as necessary to prevent criminal clans and separatist forces from dominating the gubernatorial elections, but suggested that he may allow their election in the future. He said candidates for governors still should be nominated by the president, but could then be put to a direct popular vote.

For the first time, Putin referred publicly to the humiliating catcalls that greeted him at a sports arena last month, saying the audience might have been reacting to the mixed martial arts fight there, not his appearance.

In another promise to voters, Putin said President Dmitry Medvedev's decision to permanently switch the nation to a summer time can be reviewed. The move left Russians trudging to work in the morning in complete darkness, angering many.

Putin also lashed out at U.S. Sen. John McCain, who had goaded him with a Twitter post saying "the Arab Spring is coming to a neighborhood near you."

"He has a lot of blood of peaceful civilians on his hands. He must relish and can't live without the disgusting, repulsive scenes of the killing of Gadhafi," Putin said, referring to McCain's role as a combat pilot and prisoner of war in Vietnam.

"Mr. McCain was captured in Vietnam and they kept him not just in prison, but in a pit for several years," Putin added. "Anyone (in his place) would go nuts."

McCain responded Thursday with another tweet: "Dear Vlad, is it something I said?"

Our usual home for lost/found pet reports is the WSB Pets page, which marks its fourth anniversary next month as the only one-stop online bulletin board if you have lost or found a pet in this area. Today, we?re spotlighting a special ?found pet? report ? because it?s quite out of the ordinary.

Amy e-mailed us the photo of Arlene the one-eyed cat. Arlene is what Amy calls her, anyway. And she had two eyes when Amy found her in bad shape near 34th/Holden a month ago: ?I think she?d had a run-in with a raccoon or coyote.? Amy?s first note was pretty sparse, so we inquired: You?ve gotten some care for her, then? Yes, Amy replied:

She had her eye removed, along with some teeth, and flea and ear mite medicine. I didn?t post anything earlier because I wasn?t sure she would survive (she had a bad abscess in her jaw that had gone behind her eye, and she was having seizures for a while). There was also a week or two where she had fluid surrounding her heart and in her abdomen, but that?s all gone now. She?s still taking kidney medication and a diuretic. ? It did cost a lot but there was no way I could have just left her in the street, so I didn?t mind paying!

(And of course they checked for a chip; there was none.) Amy has grown to love Arlene and can keep her ? but says she felt she just had to post a ?found cat? notice because, ?I know if I lost my cat, I would want to know she was alive.?
